Position Summary:
This is a .50 FTE exempt position accountable for managing the evaluation for two statewide child health improvement initiatives, the Oregon Psychiatric Access Line for Kids (OPAL-K) and the Screening and Referral Training (START) Initiative. This person will also manage the subcontracting relationship and logistics around establishing and monitoring sub awards for OPAL-K. This person will work closely with the Executive Director and the OPAL-K management team to design, implements, and oversee a comprehensive process and outcome evaluation of primary and secondary data for this statewide effort. This person will be responsible for expanding, tuning and implementing annual data tracking for the well-established START evaluation.
Essential Job Duties and Responsibilities:
- - Work collaboratively with the OPS Executive Director and OPAL-K Medical Director to identify measures, design instruments, and implement data collection systems for services statistics and outcome measurement.
- Develop data-sharing agreements between OPS and partners and establish protocols for obtaining electronic data when available.
- Train and oversee data collection process for clinical staff and partners.
- Summarize data and write evaluation reports for funders.
- Design and maintain project management databases in Excel or Access
- Attend relevant Advisory team meetings for the two initiatives and assess needs for an OPAL-K Evaluation Advisory Team to be formed.

Minimum Qualifications (Experience, Skills, and Education)
- Master’s degree in Public Health, Sociology, or relevant field.
- Ability to communicate effectively orally and in writing
- Ability to work independently
- Experience conducting research and/or program evaluation with health care quality improvement, early childhood, child welfare, children's mental health, education, Medicaid or related field.
- Ability to collect, manage, and analyze qualitative and quantitative data, preferably using SPSS statistical software
- Experience working with state agencies such as the Department of Education, Medical Assistance Programs, and/or local Managed Care Organizations to access secondary data.
- Highly proficient with basic data management software (e.g., Excel, Access)
- Ability to work collaboratively on a team and with community partners
- Ability to contribute to a diverse professional environment
Preferred Qualifications
- Ability to track and justify budgets
- Experience with cross-system / interdisciplinary projects
- Experience and ability to use survey monkey and SPSS statistical software
- Knowledge and ability to develop web-based interfaces for training and project management
Physical Requirements & Working Conditions:
For Professional and Office Environments: Standard office environment including work at a computer terminal. Work involves extended periods of sitting, occasional walking and lifting up to 30 pounds. The successful candidate must also have their own transportation to attend meetings in the Portland Metropolitan region and occasionally the Salem area.

Compensation:
This is a .50 FTE position with total compensation package that is commensurate with education and experience with a starting salary of approximately $50,000 for 1FTE. The agency has a generous benefits package that includes PTO/medical/dental/and flexible spending plan. Other benefits will be added in year two of the position.
