Tobacco-related public health measures should be focused on preventing youth from starting smoking, vaping or chewing nicotine products. While the majority of people struggling with nicotine addiction are adults, 95% start using tobacco before age 21.

Adolescents are particularly vulnerable to the addictive effects of nicotine, so primary prevention of nicotine addiction should be viewed as a pediatric problem. Oregon Senate Bill 587 will accomplish this public health goal.
